1. “The POGG Primer: Ending the Public/Private Partnership Fraud” (2023) outlines the Local Problem: How the UN Agenda 21 (1992) was used to restructure governance in Canada, hijack personal sovereignty, and access local revenue to fund proven bioweapons.
2. This summer (2025,) Shelagh released her follow-up to the POGG Primer, “The POGG Protocol: Emergency Estate Redemption”—her solution to Canada’s usurped sovereignty. In it she offers eight easy, peaceful solutions to restore local “Peace, Order and Good Governance,” and “Take Back Your Town.”

Both POGG publications define and explain “de facto municipal governments,” the hidden commercial and trust structures underneath all local economies, and the five deceptions municipalities use to hijack your town’s sovereign powers.
“Emergency Public/Private Estate Redemption” is a protocol every Canadian can use to immediately correct the loss of their financial freedom (the ALL CAPS) due to fraud/breach of trust, but in the spirit of forgiveness, peace and jubilee.

Shelagh McFarlane’s Bio
Shelagh (She/Law) is an author/advocate who fully understands “municipal governments”, and how Canada was usurped by the “Global-to-Local” UN Agenda2030, starting in 1992. She ran for Councillor (Kincardine 2014) and Mayor (Guelph 2022) to stop this global government takeover where it starts—locally, in our CITY HALLs.
